Dr Charles Chao Rong PHUA - CEO, Strategy-Innovation-Entrepreneurship Lead

Dr Charles is a two-decade bureaucrat-nonprofit entrepreneur focusing on strategic analysis, planning to partnerships work. PhD in Public Policy (pragmatic problem solving), DBA (strategy, submitted), EdD-to-be (strategic acumen training), with degrees in international affairs, education, accounting, law (soon).  Certified Management Consultant, Project Management Professional, Agile-Certified Practitioner, rare few SAFe Program Consultant (SPC) in Singapore. Learnt functional best of Strategy-Innovation-Entrepreneurship-Sustainability-Marketing from Harvard, Cambridge, Oxford, Wharton, Babson, MIT, Stanford, INSEAD, LBS, Berkeley, Chicago. Rare few to be adjunct faculty at National University of Singapore, Nanyang Technological University, Singapore Management University, Civil Service College, St Gallen for urban-tech, social-tech, trisector, policy, business strategy-innovation-entrepreneurship applied problem solving modules for senior undergraduates, masters and officials. Dr C J MEADOWS - Design Thinking and Innovation Lead

(Director, i2e Innovation & Entrepreneurship Center, Professor, S P Jain School of Global Management), Harvard DBA and MNC consultant for three decades. She leads a Design Thinking & Innovation Center at a Forbes Top-20 International Business School, creating growth initiatives at the intersection of IT, business strategy, and design. Her research, consulting, and coaching focus on Leadership & Creativity. She co-founded an Advanced Technology Think Tank & Tinker Lab, envisioning the Future of Work (FoW) and Education, applying AI, biometrics, and other advanced technologies to leadership development, team productivity, and group innovation. CJ has consulted in innovation and strategy development since 1980s (US, Denmark and United Nations) and since 2000s SINGOV Prime Minister’s Office, STB, AVA, MOM, AGC amongst others. CJ will function as the Design Thinking Lead, Lead Coach for Strategy, and the Creative Lead.

SIM Cheng Hwee - Data Analytics Lead

Managing Director, Integrated Decision Systems Consultancy Pte Ltd was formerly Head Analytics Department in MINDEF till mid 1990s, and went on to solve major optimization issues in Government (SAF ammo system, Police) and corporates (ExxonMobil, GE, HP). 30 years of data analytics experience, he was past President of the Operations Research Society of Singapore. adjunct Professor at Zhejiang University, and has taught courses at the Civil Service College (Deputy Directors and above), NUS Institute of System Science, and NUS School of Continuing and Lifelong Education. His Advanced Analytics in Industry 4.0 is a core module of SCALE’s digital literacy programme designed to equip participants with the basic knowledge of analytics technologies transforming factories all the way to homes and offices in order to leverage the power of Industry 4.0 and the Smart Economy. He sits on scientific advisory committee for ETH Zurich Centre.

Eugene GOH - Human Resources Strategy Lead

Founder and CEO, TalentKraft Pte Ltd was former bureaucrat (in Defence and Transport) and principal at Boston Consulting Group, where he worked in their Singapore, Oslo and Dubai offices with a focus on strategy and sustainability topics. He has co-authored for World Economic Forum and MIT Sloan Management Review. MSc in Economics for Development and a BA in Politics, Philosophy and Economics, both from the University of Oxford, and is a Registered Management Consultant.

Dr Claire TAN - Marketing/Branding Lead

Former Director Singapore Branding and National Marketing Offices at Ministry of Communications and Information. The Brand Office represents the first time that the Singapore Government set up a dedicated SG Brand Office comprising of joint efforts by STB, EDB, and MCI. She is responsible for running the Office aimed at building awareness, interest and support for the SG Brand among (i) the Whole-of-Government; (ii) Local Businesses; and (iii) Singapore public, with the objective of generating greater SG pride and stronger SG identity. As the National Marketing Office at the Ministry of Communications and Information, her team leads Whole-of-Government marketing communications coordination as well as Singapore's international branding efforts. Dr Tan has also held positions in various ministries, including the Prime Minister's Office, Ministry of Defence, Ministry of Culture, Community & Youth, and Ministry of Health, where she spearheaded numerous marketing and branding efforts for the organisations. She holds a PhD in Communications (US).

Dr Jennifer DODGSON - Market Analysis Lead/Chief Surveyor

CEO of Lexikat, a Singapore-based software development and data analytics specialising in transforming high volumes of text data into generalisable statistical insights. The company has worked with a variety of public and private clients, including the Motion Picture Distributors Association, Singapore Tourism Board, Lee Kuan Yew School of Public Policy, King’s College London, the Independent SG, and the Ministry of Culture, Community and Youth. It also has experience conducting surveys outside Singapore, having run polls in both China and Japan. Numerous surveys with sample size ranging from 500 to 10,000 and survey questions ranging from 13 to 60. Jennifer has a PhD in Public Policy and LLB.

Founder of AchievA Solutions LLP focuses on improving productivity and service excellence of enterprises. Kwan Hong has extensive background in Business Process Re-Engineering (BPR). He was trained in BPR directly under Dr Michael Hammer. To-date, he has completed more than 40 productivity projects using different methodologies for diverse industries in public and private sectors. He is certified by TUV SUD PSB as a Singapore Certified Management Consultant (SCMC), Advanced Certification in Training and Assessment (ACTA) certified and a Certified Productivity Consultant (CPC). He has also been appointed by SIPI (Singapore Institute of Productivity and Innovation) as Trainer to productivity consultants and SGPC as Associate Consultant for productivity improvement projects. Dr Alvin PANG - Writing Lead

PhD in Writing Practice, is also the Editor-In-Chief of the Civil Service College’s flagship journal, the internationally circulated public sector journal, ETHOS (http://www.csc.gov.sg/ethos) and an adjunct editor with the Centre for Liveable Cities. Former Coordinator of the PS21 Office in PMO(PSD), he has two decades of experience in writing, editing and publishing, he has also made contributions as a teacher, journalist, and web developer. Listed in the Oxford Companion to Modern Poetry in English, he is also an internationally published poet and author, whose writing has been translated into over twenty languages worldwide. He was Singapore’s Young Artist of the Year for Literature in 2005 and received the Singapore Youth Award for Arts and Culture in 2007 as well as the JCCI Foundation Education Award in 2008.

Dr Mustafa IZZUDDIN - International Affairs Lead

PhD in International Relations, holds a concurrent appointment as Senior Lecturer at the National University of Singapore (NUS)’s University Scholars Programme (USP). Dr Mustafa serves on the Board of Directors of Yayasan Mendaki, Head of Corporate and Public Relations on the Singapore Dawoodi Bohra (Burhani) Mosque Management Board. He is also an Adjunct Professor at India’s Aljamea-tus-Saifiyah, and a Visiting Senior Fellow at University of Indonesia and National University of Malaysia (UKM)’s Institute of Malaysian and International Studies. He is a known regional specialist on Southeast Asia, namely the countries Malaysia, Indonesia, Singapore and Brunei and much sought after news commentator in local and regional media.

Dr. Mulya Amri is a Research Director at Katadata Insight Center and Program Director at Jakarta Property Institute, based in Indonesia. He is a senior public policy and urban development specialist who has co-written 20 books and book chapters, with over 20 years of experience working with government officials, businesses, and civil society groups in five countries.
